HL7 European EHDS Implementation Guide

Introduction and Purpose

The HL7 European EHDS Implementation Guide is a copy of the HL7 European Implementation Guide, developed specifically to support the European Health Data Space (EHDS). This guide provides a standardized framework for implementing FHIR standards in the European healthcare ecosystem, ensuring interoperability and consistency in health data exchange across member states.

Its primary purpose is to facilitate the adoption of FHIR by incorporating key European Implementation Guides, promoting harmonized health data practices, and supporting the EHDS objectives of secure, efficient, and patient-centric health data management.

This guide includes the following HL7 Europe Implementation Guides:

  • HL7 Europe Base and Core FHIR IG: Provides foundational profiles and resources for core FHIR implementation.
  • HL7 Europe Laboratory Report IG: Defines standards for laboratory test results and reporting.
  • HL7 Europe Imaging Report R5 IG: Establishes guidelines for imaging study reports and related resources.

Limitations

This FHIR R5 Implementation Guide (IG) is a work in progress and is not yet ready for production use. It is intended for testing and feedback purposes only. The content is subject to change as the IG is developed further.

Scope and Components

The HL7 European EHDS IG encompasses a comprehensive set of artifacts designed for reuse in health IT systems and implementation projects supporting the EHDS. It serves as a reference for FHIR conformance in the European context.

The scope includes:

  • Base Profiles: Core FHIR resource profiles adapted for European healthcare needs.
  • Laboratory Reporting: Profiles and extensions for laboratory test results and diagnostics.
  • Imaging Reporting: Standards for imaging studies, reports, and related clinical data.
  • Terminology and Value Sets: European-specific code systems and value sets for consistent data representation.
  • Implementation Guidance: Best practices and policy guidance for vendors and developers implementing EHDS-compliant systems.

Guiding Principles for Implementation

The included profiles are designed to be flexible and reusable:

  1. Foundation for EHDS: These guides provide a baseline for EHDS implementation, supporting cross-border health data exchange.
  2. Interoperability Focus: Emphasis on standardized data elements to ensure seamless integration across European health systems.
  3. Extensibility: Profiles can be extended or constrained further for specific national or regional requirements.
